Summary
This counter shows the total number of logon attempts that were not allowed due to server throttling under heavy resource consumption.
 
Causes
Logon throttling occurred because the server was under heavy resource consumption.
 
Resolutions
Check the memory and CPU usage of the server. If this is occurring frequently under normal usage, you may need to increase server capacity.
