Connection is refused
This can happen for a few reasons:
The watcher node doesn't have the appropriate permissions
Try the following troubleshooting steps to attempt to fix the problem
Ensure that if IPSec is configured, that the machine can establish an IPSec connection
Telnet to the target IP:Port
telnet x.x.x.x ####
Where x.x.x.x. is the IP Address or device name and #### is the target port number.
