A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.
Connecting to the target part timed out.
This can happen for a few reasons:
The target computer is offline
There is a firewall between the watcher node and the target IP or device
IPSec is required between the watcher node and the target IP or device
The target IP:Port is actually not available
Try the following troubleshooting steps to attempt to fix the problem
Ping the target computer to ensure it's on the network
Telnet to the target IP:Port
telnet x.x.x.x ####
Where x.x.x.x. is the IP Address or device name and #### is the target port number.
