Please ensure that the Event Collection Service’s account is a member of the local “Performance Log Users” windows group.
Also ensure that the account (even one in the above group) is not a member of a group that has been denied access to ETW (e.g. “Performance Monitor Users”).
Once the problem is solved, the Event Collection Service should be able to start the session, and event 128 will be emitted. When this happens, the MP will reset the health state to green.
