This error indicates that the BizTalk Message Queueing (MSMQT) service failed to start.

Causes

Windows Message Queueing services (MSMQ) is currently running on this computer. MSMQT and MSMQ cannot co-exist on the same machine.

Resolutions

Please disable Microsoft Message Queueing service and retry starting the BizTalk service.
