This error indicates that a Receive Location has encountered some problems with its configuration.
The most common causes for this error are: invalid URI, invalid credentials or invalid permissions associated with the Receive Location.
Correct the receive location's configuration (this can be done with a variety of tools: IIS MMC, BizTalk Administration Console, etc.) and verify the following list
credentials of the IIS application pool service account for isolated Host adapter.
user and password used by the file adapter to retrieve files from a network share.
verify permissions of the BizTalk Host Instance service account on the Receive Location URI.
