Summary

This error indicates that the BizTalk Messaging Engine failed to get the configuration information from the BizTalk configuration database.

Causes

The most common cause of this error is network connectivity to either the SSO database or the BizTalk configuration database.

Resolutions

Verify connectivity to the SSO database or the configuration database. Additionally, verify that the credentials(appropriate Windows group memberships) on the Host Instance service account is valid. If this is an isolated adapter (HTTP, SOAP) verify the credentials of the account running the IIS application pool process.
