Summary

A failure occurred while initializing the HTTP receive adapter.

Causes

This can happen when system resources are too low or if there is a problem with the IIS application pool account.

Resolutions

Check system resources. If they are too low, consider ways to free up resources by stopping some running processes or restarting the machine.
Check the event log and IIS logs for suspicious error messages.
Try restarting the IIS application pool and watching for any event log error messages.
Verify user credentials. The user credentials associated with the application pool may not belong to the correct groups.
