This rule collects performance data for the Processor Total Percent User Time performance counter. This information is collected and is exposed one or more Views and/or Reports.

The Processor Total Percent User Time performance counter exposes the percentage of elapsed time that the processor spent executing code in user mode. Applications, environment subsystems, and integral subsystems execute in user mode.
