The monitor raises alert if the deployment watcher fails to connect to Reporting Services Database
There are many causes why the monitoring workflow may fail to connect to the database.
Some of which being
Database server is unreachable due to networking issues in the environment
Physical server hosting the database is running low in resources
Permissions required to connect to the database is missing
