SQL Server Service Broker cannot start the Service Broker event handler.

Causes

This error is recorded in the Windows application log as MSSQLSERVER event ID 9696. This could be caused by lack of memory during server startup. This may be caused by other hardware or software problems on the server.

Resolutions

If the issues is caused by low memory conditions, increase the available memory by removing less critical applications or by adding virtual or physical memory.
