数据访问服务无法初始化，因为端口 5724 已占用。数据访问服务必须能够使用端口 5724，因为这是控制台和其他 Service Manager 功能用于与数据访问服务通信的端口。如果数据访问服务未运行，用户将无法使用 Service Manager 控制台。任何到其他管理系统的连接器也将无法工作。
