The configuration service engine can not respond to state sync requests in this state.
This monitor detects if the Management Configuration service is unable to respond to requests from Health Services for new configuration.
The default configuration is to generate a critical state when the Management Configuration service is unable to response to configuration requests in 120 minutes.
This be can caused when the servers and services comprising the OpsMgr Management Group Infrastructure are not sized correctly and system cannot scale to the needs of all the agents.
