Worker가 제한 모드에 있는지 여부를 확인합니다.

원인

모니터가 오류 상태이면 Runbook Worker가 오버로드되며 새 작업을 선택하지 않습니다.

해결 방법

안정된 상태가 되고 새 작업을 선택할 수 있게 되면 Runbook Worker에서 제한 모드를 종료합니다.
