Causes

The most common reasons for this error are:

An attempt to establish the BGP peering failed
An attempt to create TCP connection with the BGP peer failed

Resolutions

Check the events in Event Viewer (Local) > Applications and Services Logs > Microsoft > Windows > RasRoutingProtocols-BGP > Border Gateway Protocol Operational Channel to understand the cause of failure
Verify the configuration on BGP router and peer
