Configuration

The Collection Rule for Windows Restart Events (restarted from bug check) is disabled by default. Here is how to enable:

In the Authoring space, choose Rules, enter "Collection Rule for Windows Restart Events (restarted from bug check)" in the "Look for" and click on find now.

Override the Rules to set Enabled = "True".
