WSUS catalog synchronization depends on connectivity to the upstream server or Microsoft Update.
The last catalog synchronization with the upstream WSUS server failed.
Possible resolutions include:
Intermittent network connectivity loss to the upstream server. Review event logs for possible sources of the service disruption.
Check the update server and proxy settings in the WSUS administration console.
Start WSUS: In Server Manager, click Tools, and then click Windows Server Update Services.
Select Options.
Click Update Source and Proxy Server.
Review update source settings and make changes as needed.

Click Synchronization Results.
In the Action pane, click Synchronize Now.
The last catalog synchronization happened some time ago or was never performed.
This is a reminder to synchronize the server on a regular basis if the synchronization schedule is set to manual.
Start WSUS: In Server Manager, click Tools, and then click Windows Server Update Services.
Click Synchronization Results.
In the Action pane, click Synchronize Now.
Look for the corresponding error event.
Open a command window.
Type cd <WSUSInstallDir>\Tools
