Information Rights Management (IRM) relies on the underlying Rights Management Services (RMS) framework, which includes the Windows RMS client application, to create issuance licenses and perform the actual encryption and decryption of rights-managed content. Every front-end Web server in a Windows SharePoint Services Web farm must have the Windows RMS client installed to access the RMS APIs.

This alert indicates that an API call returned a serious error that is preventing Information Rights Management (IRM) from functioning. Uploads to, and downloads from, IRM-enabled document libraries on all SharePoint sites will typically fail until the problem is resolved.
Possible causes:
An Rights Management Services (RMS) client file on a front-end Web server is corrupted.
The RMS client software is in an invalid state.
The licenses on front-end Web servers are invalid, corrupted, or missing.
An unauthorized program – such as a debugger – is running on a front-end Web server.
Perform the following steps in the order listed.
Close any unauthorized programs, such as a debugger that might be running on a front-end Web server.
If the problem persists, reboot the affected front-end Web server to reinitialize the Rights Management Services (RMS) environment on that server.
If the problem persists, delete all stored certificates in the local Rights Management Services (RMS) store.
If the problem persists, reinstall the Rights Management Services (RMS) client on the front-end Web server.
Delete stored licenses
Stop the Windows SharePoint Services process by running the following command at the Command Prompt window. iisreset /stop
On the Rights Management Services (RMS) server, navigate to the systemdrive:\Document and Settings\All Users\Application Data\Microsoft\DRM\Server\ folder, where systemdrive is the letter of the drive on which Windows is installed.
Delete all folders named after the Windows SharePoint Services application pool identity account. The application pool identity is the user account that Windows SharePoint Services is running under.
Restart the Windows SharePoint Services process by running the following command at the Command Prompt window. iisreset /start
