Summary
The quorum owner was unable to create the arbitration lock file on a specified arbitration path. See the event details for specific node and resource information.

Resolutions
Ensure that the network used to access the arbitration path is up and that the server is operational. Also ensure that the arbitration share path does exist and that the account running the cluster service has write privileges to the share path.
