The Background Intelligent Transfer Service (BITS) has stopped. The SMS Advanced Client requires this service to access necessary data from the Management Point and Distribution Point. This condition will not repair itself and must be resolved before SMS can resume some of its core functions.
This will typically occur when:
The computer that is running the BITS service is shut down or is restarted.
The computer is being upgraded; hotfixes or service packs or a later version of the service.
BITS is manually shut down.
Verify that the BITS service was stopped due to routine or scheduled maintenance.
If BITS service is not already started, start it.

This alert is best handled by SQL Server administrators. SMS administrators can also help.
