Summary

The SQL server is not configured properly or not permitting communication with Team Foundation or the data tier and Team Foundation are mismatched (less common)

Causes

The exception details from the event log contain information necessary to further diagnose the problem. This usually indicates a setup or migration issue but may also be a product issue.
