This is logged when one of the Agents in Enterprise Vault requests resources from MAPI and receives a status that indicates insufficient resources.
Do the following:
Check that the Enterprise Vault server has the correct Exchange System Manager tools and fixes. See the "Exchange System Manager on Enterprise Vault servers" in Installing and Configuring.
Restart the Task Controller Service.
