Do the following:
Check the Enterprise Vault event log for other messages that may have been logged at the same time because these may indicate the root cause of the problem.
Restart the Task Controller Service.
If this does not fix the problem, check that the accounts the Archiving, Public Folder, and Journaling tasks use when logging on have sufficient permissions.
