On startup each Archiving, Journaling, and Public Folder task tries to determine the version of Exchange Server.
Check that the Vault Service Account has the correct Exchange Server permissions:
Check that the Vault Service Account has Full Control permissions on the Exchange Server (including Send As, Receive As).
Check that those permissions have propagated down to the Information Store
Make sure that the Vault Service Account is not a member of a domain admin account, because domain admins are typically denied permissions that the Vault Service Account requires.

Do the following to check the DCOM settings for the Agents (the Enterprise Vault services that interact with Exchange Server):
On the computer that runs the failing task, click Start, then Run. Enter dcomcnfg and click OK. (If you are prompted to register extensions click OK.)
In the list on the Applications tab, click AgentClientBrokerServer and then click Properties.
In the AgentClientBrokerServer properties, click the Identity tab.
Make sure This user is selected and then re-enter the details of the Vault Service Account.
Click OK
Re-register AgentClientBroker.exe:
In a command prompt window on the computer that runs the failing task, navigate to the Enterprise Vault folder. (Typically C:\Program Files\Enterprise Vault)
Type agentclientbroker.exe /regserver and press Return.
Type regsvr32 agentclientbrokerps.dll and press Return.
