The Windows service is not running.
A service can stop for many reasons, including:
The service was stopped by an administrator.
The service encountered an exception that stopped it.
The service was improperly configured, which prevented it from starting.
Another service, that this service is dependent on, was stopped.
Start the service from the “Actions” pane.
