The following problem causes this event
The operating system could not be started in the time configured through the BOOT watchdog timeout value.
Check boot watchdog timeout value
Disable Watchdog if ServerView Agents are not installed
The boot watchdog timer is stopped when the ServerView agents have connected to the management controller. Depending on your system configuration that could be a few minutes later after the desktop screen is shown.
Note: The action after watchdog expiration can be configured in BIOS / ASR&R
