The QoE Monitoring Agent can't create the administrative message queue. The QoE Monitoring Agent will not collect any data.

Causes

An error occurred when accessing a Message Queuing method.

Resolutions

Make sure MSMQ is installed on the local machine and the MSMQ service has been started.
