This rule collects this performance counter for reporting/troubleshooting purposes for the counter: PERF_EDGENET_E_CONNECTIONS_REFUSED_TO_OVERLOAD_SEC

The per-second rate of connections that were refused at the external edge with Service Unavailable (503) response because the server was overloaded.
