This rule collects this performance counter for reporting/troubleshooting purposes for the counter: Provision_UserProvisionLatency

This counter shows the average time (in seconds) to provision a User.

Causes

User provision latency is too high.

Resolutions

Check if the Provisioning Service service is still working well. And notify Skype for Business Server team with the alert detail.
