Summary

This rule collects this performance counter for reporting/troubleshooting purposes for the counter: PERF_CLUSTER_MANAGER_GROUP_IDLE_SECONDARY_COUNT

The total number of routing groups for which the current machine is idle secondary replica.

Causes

Routing group replicas take very long to build or are hung.

Resolutions

This might be a temporary condition. If the problem persists, restart server and report problem to Microsoft.
