Summary

The per-second rate of throttling for Address Book file download requests.

Causes

This value may grow if there are large number of outstanding requests waiting for responses from Azure Address Book Service.

Resolutions

If the traffic volume is overloading the Azure Address Book service, increase the capacity of Azure Address Book Service.
