This rule collects this performance counter for reporting/troubleshooting purposes for the counter: PERF_THROTTLE_AVERAGE_HOLDING_TIME

The average time that the server held the incoming messages currently being processed.

Causes

This server is too busy and is unable to process user requests in timely fashion.

Resolutions
