This rule collects performance data for the Total Percent User Time performance counter. This information is collected and is displayed in one or more views and/or reports.

The Total Percent User Time performance counter displays the percentage of elapsed time that the processor spent running code in user mode. Applications, environment subsystems, and integral subsystems run in user mode.
