The Message Queuing directory service is not running as a local system.
The directory service must run Message Queuing as Local System. Use the Services Management snap-in to configure the Message Queuing Windows 2000 Client Support service to log on as the Local System account.
To perform this procedure, you must have membership in Administrators, or you must have been delegated the appropriate authority.
To change the service's user account:
Open the Services snap-in. To open Services, click Start. In the search box, type services.msc, and then press ENTER.
In the details pane, right-click Message Queuing Windows 2000 Client Support, and then click Properties.
Click the Log On tab.
Change the user to the Local System account.
