This monitor tracks the state of the MSMQ service and changes state depending on whether the service is running or not. By default the monitor is configured to generate alerts when the service is not running.
The process supporting the service has failed or the service has been sent a stop command.
Restart the MSMQ service. If the service fails to start then investigate the cause of the failure further by looking for events in the event log, which provide more details.
