This rule is raised when an assembly or application fails to start and logs an HRESULT error. The Windows application log may cite the specific HRESULT.

Resolutions

Check the Windows Application log for event ID 6511 report the HRESULT to the CLR application developer. If the error persists, contact a product support provider.
