You are using an edition of SQL Server that is licensed for a limited number of concurrent queries. This includes Personal and Desktop editions. Those editions have a concurrent workload governor that limits them to a specific number of concurrent user queries plus a smaller number of concurrent system tasks.
Reduce the number of queries that execute concurrently, or upgrade to another edition of SQL Server.
Additional information can be found in the following Books Online topics: "DBCC CONCURRENCYVIOLATION" and "SQL Server 2000 Databases on the Desktop."
