Summary

You are using an edition of SQL Server that is licensed for a limited number of concurrent queries. This includes Personal and Desktop editions. Those editions have a concurrent workload governor that limits them to a specific number of concurrent user queries plus a smaller number of concurrent system tasks.

Resolutions

Reduce the number of queries that execute concurrently, or upgrade to another edition of SQL Server.
