全文目录不存在，或者用户不具有在目录中创建全文索引的相应权限。

原因

无需具有默认全文目录。但是，如果没有定义默认目录，则必须在执行 CREATE FULLTEXT INDEX 语句时指定一个目录名。

您必须具有对数据库创建全文目录的 CREATE FULLTEXT CATALOG 权限，或者对目录具有在目录中创建全文索引的 REFERENCES 权限。
