原因

SQL Server Service Broker またはデータベース ミラーがオペレーティング システムの暗号化関数を呼び出しているときにエラーが発生しました。エラー番号は、Windows アプリケーション ログに MSSQLSERVER イベント ID 9650 として記録されます。Service Broker エラーの原因は、システムの暗号化関数から返されたエラーにあります。

解決方法
