Causes

The SQL Server Agent subsystem has been changed or corrupted.

Resolutions

Update the subsystem_dll in the msdb.dbo.syssubsystems table to point to the right location. For more information, see "syssubsystems (Transact-SQL)" in SQL Server Docs Online.
