Access Services: Cannot Create Session Cache

Microsoft.SharePoint.2016.Access_Services_Cant_Create_Session_Cache (Rule)

This Rule collects data when the back end application server Access Data Services machine is not able to create an in memory cache for a user session. Users may be unable to use that specific machine for querying data for Access Services applications.
