Checks if Management Configuration Service can connect to local Management Service
The local Management Configuration Service has failed to connect to the local Management Service in an acceptable amount of time.
Green State: The local Management Configuration Servicehas verified it can connect to the local Data Access Service. Event ID 29190 was detected.
Yellow State: The local Management Configuration Servicefailed to connect to the local Data Access Service. Event ID 29191 was detected.

The System Center Management Service is not running on the local Management Server.
To further investigate the issue, consider the following:
Review the Operations Manager event log for errors indicating problems with the System Center Management Configuration Service. Filter the event log a source of “OpsMgr Management Configuration” to search for errors.
Restart the System Center Management Service.
