The most common reasons for this error are:
The RADIUS server did not respond to authentication/accounting request.
The service failed to retrieve Remote Access Server certificates.
The connection attempt failed because the Windows Authentication could not authenticate the user. The user might have specified incorrect credentials.
The RADIUS server sent an invalid response.

Open Routing and Remote Access and verify that The server name or the IP address of the RADIUS server(s) is spelled correctly.
Secret is correct.
Make sure that the user specifies correct credentials.
Verify whether the network protocols are configured correctly on the server and the client.
