Summary

The state migration point control manager detected that the state migration point is not responding to HTTP requests.

Causes

This condition could occur because:

The state migration point application pool is not configured correctly in Internet Information Services (IIS).
IIS might not be in a running state.
The firewall port is not correctly configured on the state migration point.
The Security Configuration Wizard (SCW) has not been run after the state migration point was installed.

Resolutions

Verify that IIS is properly configured and running.
Verify the firewall port used by the HTTP state migration point is port 80 by default.
Run the Security Configuration Wizard (SCW) after you configure the State Migration Point site role.
