This event could occur because of SQL Server connection problems.
SQL Server permissions are incorrect. If the Operations Manager service is not running under the local system context, its service account might not have the proper permissions to the default SQL Server instance and to the Configuration Manager site database.
Insufficient SQL Server connections are available.
This alert is best handled by Configuration Manager administrators.
