This could be caused by the following:
Inadequate power to power on. There is not enough power to power on the server blade. The server enclosure micro-controller was not found.

Power subsystem not load balanced. The power subsystem is out of balance for this power enclosure.
Power subsystem DC power problem. There is a power subsystem DC power problem for this power enclosure.
Power subsystem AC facility input power exceeded for this power enclosure. The power subsystem AC facility input power has been exceeded for this power enclosure.
Unknown power consumption. There is an unknown power consumer drawing power.
Power subsystem has too many power enclosures. The maximum number of power enclosures has been exceeded.
Power subsystem improperly configured. The power subsystem was improperly configured.
Check the server enclosure connections or add power supplies.
Check the power enclosure connections or add power supplies.
Check the enclosure and/or blade power connections and reset the fuse.
Check the power enclosure and power supplies. Replace any failed or degraded power supplies. Add additional power supplies if needed.
Check the power enclosure and power supplies. Replace any failed or degraded power supplies.
Remove the extra power enclosure.
Check the cabling of the power enclosure.
