Causes

The System Center Management Health Service could not log on with the specified Run As account because it has not been granted the requested logon right.

Resolutions

Grant the requested logon right to the specified Run As Account using either Group Policy or Local Computer Policy (under Computer Configuration -> Security Settings -> User Rights Assignment).
